Top 5% of STPM achievers to get scholarships

EVERY year the top 5% of Sijil Tinggi Persekolahan (STPM) students will receive scholarships to study in local universities under the 10th Malaysia Plan (10MP).

Top Malaysian students in renowned foreign universities will also be identified by the Government and offered sponsorship for their final year fees, provided they returned to serve in Malaysia.

Steps will also be taken to ensure Malaysian scholarship holders abroad returned home upon graduation.

Scholarships will also be offered to the best students around the world to pursue post-graduate and post-doctoral studies in Malaysia for critical subject areas.

Rules that make it mandatory for foreign students studying in Malaysia to return home upon graduation will be reviewed to retain potential sources of talent, particularly in critical areas.

Measures to attract and retain the best academics and researchers will also be implemented under the plan.

An allocation of RM2.26bil will be provided to 16,800 public university faculty members to pursue their PhD degrees to meet the target of having at least 75% PhD holders of the staff in research universities, and 60% in other universities, by the end of 2015.

In terms of career development, new faculty members will have to attend basic training modules when they join public universities.

They will be paired up with a senior mentor, who will be expected to provide them with career advice and to check on them periodically.

New lecturers will have reduced teaching load in the first three years of their career to develop their research portfolio and secure external research grants.

Industrial attachment programmes will also be intensified to ensure that no less than 15% of all faculty members have at least six months of industrial experience every five years.

To further strengthen collaboration between universities and the industry, the Knowledge Transfer Partnership (KTP) programme will be introduced next year.

Among other measures, the KTP will facilitate joint research and innovation projects among the two parties, as well as provide industrial-based training for graduates.

To improve the quality of the faculty, retired academicians and capable foreign lecturers will be encouraged to serve in public universities on contract basis with better remuneration packages.

Incentives will also be introduced to attract more visiting and part-time lecturers, particularly industry experts.
